Question for Pokemon Sapphire

I've got a question about the feebas catching thing, they say if you change the saying in dewford, de tiles where feebas appears changes. Now I want to now if the tiles also change when it wasn't you who changed the good saying cause sometimes, it changes by itself. Cause this would be very frustrating, imagine, you search all the tiles ten times and you couldn't find it because the saying changed itself

Use a super rod,fish for it from Dewferd island.

I'm sure the tiles don't change themselves, I fished a few times (9 or 10) in each tile and I got it within an hour, but Milotic isn't that good unless you plan on winning beauty contests. I would stick with the easy to get Gyarados.
