Question for Pokemon Sapphire

I've got a question about the feebas catching thing, they say if you change the saying in dewford, de tiles where feebas appears changes. Now I want to now if the tiles also change when it wasn't you who changed the good saying cause sometimes, it changes by itself.
Cause this would be very frustrating, imagine, you search all the tiles ten times and you couldn't find it because the saying changed itself

Indeed, the saying changes itself. Sometimes, it is frustrating if you want to search for a feebass.
I have a box filled with Milotic (30). Of course it took a lot of time, but it is worth it. My strategy is very simple:

First, I changed the saying in Dewford to something with "torchic" in it. I took "cute torchic", "hot torchic", "lovely torchic" and one time I took "beautiful beautifly" and "angry abra". For every one, this is different, but you might try it

Second, I went to the place to catch Feebass and saved it. Then I started searching from the middle of the river with the super rod. After ten times, I got two Feebass.

That's how I got them.
(hint: The save file is to give you more credits. When the saying changes, you just turn it off and on again, and then the saying is still yours. You should save it right away when you have cought a Feebass.)
