You have to beat a master rank Pokemon contest, doesnt matter which one, but you have to do beginner, then the next step up, then hyper, then master with one Pokemon, you will see the artist in the crowd, and at the end he will ask you if he should put it up in the museum, and you will get a sketch ribbon for the pokemon as well

Once you beat one of the events in the Pokemon Contest in Master rank, But the Pokemon has to at least have some coolness or whatever it's being entered in.
