In an answer to a previous question I submitted, someone put "After the elite 4 there will be a tv report about lillycove's rooftop sale." well I've looked at all tv's and none says anything about a sale. And I've been to lilycove dept. Store and the rooftop's exactly the same as always.
Also, where do you see Latios/Latias?

You need a ticket to get the other lati, latios is roaming around hoen.
I think you have to walk around for a little while...I'm not exactly sure.
To find one of the Lati, just walk everywhere. They can appear anywhere.
You can only get Latios in Pokemon ruby and Latias in Pokemon Sapphire.
Thats because it's not a sure thing, Its more random, You cannot just beat the elite four and it appear, Usually when it shows on the TV it takes 2 days.
