I don't get you! What level???
Water stones! You get one from the abandoned ship, you will get shards in the dive spot and trade it to the guy who collects shards for the stone.

After you beat the lavaridge gym leader I think.

Zapdos, Articuno, Moltres, Lugia, Ho-oh,Celebi,Suicune,Raikou,Entei,Mewtwo,Mew,Groudon,Kyogre,Rayquaza,Latios,
Latias,Jirachi,Deoxys,Regirock,Regice,Registeel.

Legendaries:Mew,Mewtwo,Moltres,Zapdos,Articuno,Entei,Raikou,Suicine,Celebi, Ho-oh,Lugia,Groudon,Kyogre,Rayquaza,Jirachi,Deoxys,Latios,Latias,Registeel,Regir-ock,Regice.Water Stone,give a blue shard to the man who lives off the coast of mossdeep city,

Trade a Blue Shard...Cheat!

Beat Flannery (4th Gym) and May/Brandon will give you them.

Rayquaza,Kyogre, Groudon,Latios, Latias(Lati@s),Jirachi,Deoxys, and I think thats it.

1) Go on to serebii.net to find Pokemon and their levels.

2) To find a water stone, go under water and other hidden places to find blue shards, then trade them with some dude who will give you a water stone.

3) To get the go-goggles, beat the gym leader from Laveridge town, then your rival will give them to you.

4) All the legendaries I know are as follows: Mew, Mewtwo, Jirachi, Celebi, Deoxys, Suicune, Raikou, Entei, Regirock, Regice, Registeel, Moltres, Zapdos, and Articuno.

1) If you mean evolve, here are your answers:

TAILLOW evolves into SWELLOW at level 22
SLAKOTH evolves into VIRGOTH at level 18 and then into SLAKING at level 36
ELECTRIKE evolves into MANECTRIC at level 26
RALTS evolves into KIRLIA at level 20 and then into GARDEVOIR at level 30

2) The easiest way to get a water stone is to dive underwater and look for a Blue Shard. Once you have found a Blue Shard, take it to the Hunters House (Near Mosdeep City) and he will trade you a Water Stone for the Shard. Another way is to trade with someone who has Leaf Green or Fire Red, because Water Stones can be bought from Celadon City Store in those two games.

3) Sorry, Its been a while sinse I have played the game from the start again, so I can't remember. Sorry again.

4) You want to know every single Legendary Pokemon? Ok, well here goes:
ARTICUNO, ZAPDOS, MOLTRES, MEWTWO, MEW, LUGIA, HO-OH, CELABI, KYOGRE, GROUDON, RAYQUAZA, LATIAS, LATIOS, JIRACHI, and DEOXYS.
