Search in the small little area where you find tm 02- dragon claw.

Its not that hard, when you go up the water fall, go in the cave, then go to the ladder to the right, then you keep going trough the ladders until you see 2 old people that battle with each other, you go up, and you gotta battle a cool trainer, then stay to the left near the rocks dont go right or youll and up where you came in, then you go dont the stairs surf up, and go inside the cave, its rectagular so the sides are longer you go on the small piece of land and walk around there until you find him.
