Question for Pokemon Sapphire

Everyone says to put Latias to sleep but it always flees, does this always happen if so what is another way to weasily catch it

If you put it to sleep it will be asleep the next time you run into it. So it will be easier catch him.

Either use a Master Ball are find a Pokemon that learns Mean Look and use that on her.

How to get Latias and Latios
To get Latias and Latios:

1. Catch a Pokemon with the attack Mean Look - I caught a Golbat at sky pillar.

2. Put the Pokemon you just caught in your team at first place.

3. Search for Latias or Latios. I found Latias on routes 121, 122, 118, 110 and on route 111 (Desert).

4. When you find Latias or Latios, use Mean Look so that they can't escape, then weaken them. Throw an ultra ball and repeat this combination: A + A + B + B + SELECT + SELECT + L + R. Good luck!
