In Mount Pyre's catacombs. Go up to the top and fall through the hole. On the floor below, go to the hole in the corner of the room and fall; on the floor below you should find the Sea Incense. (If you get the Lax Incense there, the Sea Incense is on the floor above � I can't exactly remember what item is on what floor. By the way, the item on the top floor is TM30 (Shadow Ball), that I know.)
