I was surfing on the ocean current from Pacifidlog Town where I found a place to dive, when I dived I found some writing on a wall which was in code. I dived again and came up in a sealed chamber. There is lots more code here, what does it mean?

Dig in the fence type of thing. Then have relicanth in your first slot and wailord in your last slot of your party.

That "code" is braille. You should be able to find a translation in a book on the human body or the ruby & sapphire guidebook.

The code is braile, the one thats underwater says go up here, the rest of them spell out the alphabet, and the one in the very back says dig here, then just use dig.

But I need help to I got the tm dig a long time ago and I think I sold it, how do I get another one!

P.S.: I already got the one from the fossel maniac's house thats the one I sold.

Congratulations! You're on your way to get Regirock, Regice, and Registeel. Go to the inscription in back and use Dig. Go to the next and put your Relicanth in front and Wailord in last. Then, go to the back inscription. A tremor should occur. The rest is left to you.

Congratulations! You have just uncovered the first step in find ing the three mysterious Pokemo; Regirock, Regice, and Registeal.

Now all you have to do is go back and get a Relicanth in the first slot of your team and a Wailord in the last. Go back in there and use dig at the very back wall, go inside the cave and look at the other dots it says to somthing I forgot but go to the back and press a on the braile, it triggers an earthquake and the doors to the Regis are open!

Look for those strange rock formatins that have one big rock then little ones surrounding it. They should have entrances now. Then there is more braile. just get a dictionary and look under braile.
