Question for Pokemon Sapphire

Ok I have a few qs. First how do I make mirage island appear?? Is it suposed to be sky piller cause I already have been there.

2 how do I get the three regie pokemon??
3 and what is the deal with that mystery rock close to dewford and the brail in the ocean current??

Mirage island appears when your ID Number matches something, I am not 100 % sure, it's not in sky pillar. In other words it's nearly impossible to get onto.

For the regi's you need a relicanth and a wailord, Its either the relicanth first in your party and wailord last in your party or it's the other way around. Go left of pacifilog and follow the current until you reach a small square where you can dive. Follow the path and you will eventually reach a cave (you will need dig to get up to the cave) go to the end of it and do what it says on the rocks, I think you have to use fly (its been ages since I've played it). Then three caves will open around hoenn. One in the desert, one above dewford and one left of the safari zone.

No Mirage Island depends on your Pokemon ID numbers.

To get to Mirage Island swim south of Mossdeep till you can't go farther then go west there. It is random when it appears so just go there all the time and look for it.

For the regis you have to got:
Relicanth
Wailord(chatch an Wailmer and evoloe it)
Dive
Dig
Surf
Go to Pacificold and found the dive spot. It should take serval tries. When you found it use dive. Then go in front of the braile and use dive. You will found many messages. Go to that on the wall. Read it and use dig. You will enter another room. Read the braile. Put Wailord last in your party and Relicanth must be first. Read the braile again. This will open the chambers of the Regis.
To chatch Registeel you muat to have the HM Fly. Go to Route 120. Use the stairs and enter the cave. Read the braile, go to the middle of the room an use Fly. This will open another part of the cave. There resides the golem.
To chatch Regirock you must have the HM Strength. Go to the desert in route 111. Then enter the cave. Read the braile. Then go two steps right and two steps down and use Strength. This allows you to chatch Regirock.
For Regiice you have the HM Surf. Go to Dewford town and surf north. When you found the Relic maniac, cross the island and search for the cave. Read the braile and wait. After some time the cave will open. Now just chatch the ice Pokemon.
