You need to have removed the Magmas or Aquas from the Seafloor Cavern on Route 128 and fought Kyogre or Groudon.

Surf down from Mossdeep city and find a long strand of dark patches and use dive (if you have it) and keep on going down until you find tall grass (you can find Chinchou, Clampearl and Ralicanth) and then you will find a cave entrance. Enter it and voila! Sootopolis and the 8th gym. You will not be able to enter it first until you battle Kyroge.

You need to beat Kyogre or catch Kyogre first before you battle the 8th gym leader.

You have to go to the cave under water and stop team Aqua.

Go to Seafloor Cavern on Route 128 and complete the task. Make sure you have a Pokemon that knows dive, surf and strenght.
