1) Yeah you can get them in saphire, but with action replay, here are the codes, but before you enter them use one at a time, and you'll find them in the wild, they will be replaced by the code, so catch them and activate another code and deactivate the one you picked.

So here are the codes:

Ho-oh

c1f354d2
06e3504c
ee1db36a

Lugia
e9494f7c
c1f354d2
eedc0691
c92e5163

and for fun this is celebi, Celebi
e9494f7c
c1f354d2
f2d47f24
f26e13e1

2) I think you can trade, because i did it before, but say the new moves in saphire can't be traded to gold or teh older versions, so you gotta have original moves and original pokemon.

3) I think that Blaziken is fine, and so is salamence, and Sceptile, but instead of using surf for swampert teach it hydro pump, if you can't or just said no when it asked you, go to the move tutor with a heart scale and talke to him and give him your swampert and you can figure it out from there, Other than that your fine.

Cross Stinger answered:

1. Lugia and Ho-oh, you can't, but Latios:
a. Connect your game to another Game Boy Advance with the E-Reader.
b. Activate Mystery Events and swipe the Eon Ticket through the E-Reader.
c. Talk to Norman to receive the Eon Ticket.
d. Save your game and stock up on balls. Then, Go to the Lilycove ferry terminal and talk to the ferry manager. (Defeat the Pokémon League first!)
e. Go onto the island once the ship stops and enter the thicket. You will see a monument. Read it. Latios will materialize if you're playing Sapphire.

2. No.

3.
Salamence: Get rid of Double Edge and go to the Move Tutor to teach it Crunch.
Blaziken: Fair enough.
Swampert: Get rid of Muddy Water and Mud Shot and teach it Blizzard and Dive.
Sceptile: Get rid of Leaf Blade and teach it Sunny Day.
