Ok is something wrong with my game because that guy in the docks never comes out when I try to give the eon ticket and the lady never says anything so any advice

The same happens to me, but with an aurora ticket.
I think it's something to do with Enabling Legendary islands.
Because, I think they enable it when you go to an event and they use your cartridge..
But it's all confused me up!
Well if you all ready used it once then you can't use it again.
