Question for Pokemon Sapphire

whats up everybody it's Regiruler and I'm having a little trouble.

I can't seem to find out how you get to the lower floor so I can catch Bagon in meteor falls.

So if anybody out there will help me please sgive me some intimite details on this.

Oh, yeah and will everyone please list several ways to get Jiranchi even if you've never tried them or they've failed.

I seriously need some ideas.

Go to the cave then surf up the waterfall then gothrough the entrance then go through the ladder then; I will tell you step by step now from the lader step3 left4 down 11 left 13 up then go throgh that ladder then go4 right 2 up 1 left. Go all the way up then go down but stay against the left wall when you get all the way to the bottomthe land will split. go through the lader then surf up to that cavern and surf up again to the small piece of land there will be an item pick it up and on that spott of land and they will be there.
