Question for Pokemon Sapphire

Hi, just 1 question. Where do you get feebas from? I've been looking everywhere but I can't find it. Thank you for your help.

You find him on route 119. Hes is in the water on six, exactly six, tiles on the edge of the water. You will only find him there when it is not raining, which is not regulary. The tiles change places when a new motto comes to dewford town.
