Not sure myself... But I guess you just have to finish the first one, and maybe do some bla bla and/or cheat. Don't really know.

Hi
To get national dex on Sapphire, you have to trade a Pokemon that you can't usually find in it from Leaf Green, Fire Red or Emerald to it. Like charmander or something.

Trade a Pokemon with a pokedex number that's 1-251 off fire red

You can get it by trading from firered or leafgreen (or you can finish your hoen (spelling?) dex and talk to the game designer in the lilycove hotel I think.)

National dex as in pokedex or where you have the pokedex goin to 300 well get like diddi or nidoran from someone who has leaf green.

Trade a Pokemon from Firered or Leafgreen that is exclusive to Kanto or Johto only, and your Pokedex will automatically update and become the National Dex.
