Question for Pokemon Sapphire

How do I get a light ball and is it true that if you breed 2 pikachus while holding a light ball the,baby will learn volt tackle??

From what I know if you make a pikachu hold light ball it does in fact make the baby learn volt tackle.

A Light Ball can be found attached to some wild Pikachu. Yes, breeding one with it attached will result in a Pichu with Volt Tackle if a Pichu is possible.

Find a Pikachu in the Safari zone and catch it. A small fraction (my whole computer is full of Pikachu's and I have only ONE light ball, but I might be unlucky) have light balls. Give the Light Ball to the female and chuck them in the Day-care beside Mauville Town, then return to find a Pichu with Volt Tackle inside the egg that he gives you. Hatch, make it friendly, evolve, evolve again, givr it the right moves and there you have it, a Raichu with Volt Tackle!
It took me VERY LONG to realise what the Light Ball does, but I got it at last after lots of experimenting. Good luck on the Quest for the Ultimate Electric Pokemon-Raichu!

YES IT IS TRUE THAT IF YOU BREED 2 PIKACHUS THE BABY WILL KNOW VOLTTACKLE BUT YOU DON'T NEED A LIGHT BALL.
I BREEDED 2 PIKACHUS WITHOUT LIGHT BALL AND THE BABY
PICHU ALREADY KNOWS 4 MOVES----GROWL,TAIL WHIP, THUNDERBOLT, VOLTTACKLE.

That must be a glitch or something. The only way to get Volt Tackle is to breed two pikachu with one of them holding a light ball.
