The pre-evolution of Whiscash is Barboach. The place where you can find them at level 20 or so is in Victory Road in that water you go through, where the waterfall is. You fish with a Super Rod. Also, you might find Whiscash there, too.

Breed two Wiscash or use the super rod in patches of water in meteor falls, routes 114, 115, 111, 120, and victory road

Oh, you mean Barboach. Go to Meteor Falls and fish there. It takes a while to find one so have patience.

Barboach is the pre-evolution of Whiscash.
You can find a Barboach in route 114 at the waterfall were a man standing beside a Poocheyana who also gives you Roar.
