One of the fighting Pokemon at the end of victory road holds it, but it's rare.

You can get a kings rock in the cave where all the slowpoke are where the 2ed gym leader lives.

You can got a kings rock from the person in mossdeep next to Stevens house.

There should be a little boy near a house north of mossdeep city. He will say that he doesn't need it and hand it to you
