You mean how to catch him? I'd suggest using timer balls when the battle has lasted ages, they are very effective. Ultra balls could do the trick also.

West side of Route 105. Walk into the cave, read the Braille inscription, and wait two minutes.

Go up to the wall in the cave which is east of petalburg on the water part of the route just stand in front of the wall for about a minute or so the it will open

Well, the braille says "STOP AND WAIT. WAIT FOR TIME TO PASS TWICE."
Soooo, just try reading the braille message 2x and the 2nd door should open.
