You can get a Dragon Scale from a Bagon in the back room of Meteor Falls. They rarely have them but the occasional one will.

You find dragon scale attached to Bagon once you capture it

It's attached to some wild Bagon or Horsea. It can also be found on Island 6 in Fire Red and Leaf Green.

You can get a dragon scale by catching a wild horsea. Sometimes it will be holding one when you catch it. I said SOMETIMES!
Go to the northeast point of slateport city. In front of the harbor and to the right.
Fish with the super rod until you catch one. Remember it will not be holding one every time!! Be patient!

Note: sometimes they don't have a dragon scale.

You can get a dragon scale from a Bagon or Horsea. Just use theif or covet on one and there is a chance you will get one.
