I'm afraid the only way to get ditto on Sapphire is by trading.

I'm sorry- that is not possible unless you have a GameShark or Action Replay. If you want a Ground Pokemon that knows Dig, try Trapich, Sandshrew or teach it through a TM.

I don't think that's possible unless you use an AR or GS.
