Question for Pokemon Sapphire

I've been told that my team needs "help" I don't have a clue what any of them meen
So if any body could recomend any that would help please do
This is my team:

Raichu Lvl 71
Thunder
Agility
Slam
Thunderbolt

Rayquaza Lvl 85
Fly
Hyper Beam
Blizzard
Outrage

Machamp Lvl 85
Strength
Cross Chop
Fire Blast
Vital Throw

Jirachi Lvl 82
Psychic
Thunder
Future Sight
Doom Desire

Gardevoir Lvl 87
Psychic
Future Sight
Shock Wave
Flash

Wailord Lvl 72
Rock Smash
Dive
Surf
Hydro Pump

I was thinking about changing some of them for:

Shedinja Lvl 36 (at the moment)

Walrein Lvl 46 (at the moment)

Sceptile Lvl 44 (at the moment)

Blaziken Lvl 55 (at the moment)

Swampert Lvl 55 (at the moment)

Deoxys Lvl 31 (at the moment)


Please recomend any other Pokemon to me for my team I have nearly
All the Pokemon apart from the regis I was very easily conned out
Of them I found no use but please recomend any moves or Pokemon for my team

Get a beldum and train it to level 70

Get a lileep and train it to level 70

And get a anorith and train it to level 70 as well

Teach raichu rain dance so thunder always hits
Rayquazza replace blizzard with ice beam
Replace machamp with blaziken when it is stronger
Jirachi great don't change anything
Gravedior change shock wave with something
Replace all the moves apart from surf

Raichu: Change Thunderbolt and Agility.

Rayquaza: It's doing fine.

Machamp: It's good.

Jirachi: Change Future Sight.

Get rid of Gardevoir. Put in a Fire and/or Grass type in.

Wailord: Needs a big change of attacks.

Keep jirachi, add 3 starter evolutions, and add deoxys. (u can replace deoxys and jirachi by latias and latios) (also you could trade starters for kyogre, etc.) and get better moves for gardevoir (get rid of shockwave and flash, add shadow ball and something better than flash) and it probably would be a better team.
NOTE: my favorite types of Pokemon are steel, phsycic, and dark so...

the very best moves to teach rayquaza are thunderbolt icebeam flame thrower and hyper beam
