It's name is BAGON and its in Metor Falls, but you need to have the move DIVE to get to it...its the last room where you can get a TM.
The ice room in Shoal Cave in low tide
9am-3pm = High Tide
3pm-9pm = Low Tide
9pm-3am = High Tide
3am-9am = Low Tide
