Where can you find a Blue shard?

Question for Pokemon Sapphire

Where can you find a Blue shard? I looked everywhere underwater for it and I found 2 yellow shards and a red shard.
I also have 3 other questions.

1. Where can you find a Jigglypuff? Someone said route 115 but I didn't see it.
2. How do you get two Marils to mate? I have them at the day care, but no egg.
3. Can someone tell me the best way to get my level 44 Metang to evolve at level 45? It's about 1/6 of the way there but the bar moves so slow.

Jiggly Puff IS on route 115.

Make sure the two Marills are not the same gender. You also need a Sea License.

Just train your Metang! You're only one level away, so why would you care if you need to take another five mintues to battle some pokemon! If you really need to though, use a rare candy (if you save them like I do for such purposes).

Blue Shards are found on some Clamperls, the grass patch on Route 115 is north of the sea passage, the Marills must be of opposite genders, and the Metang is best trained on Victory Road or by battling trainers in Trainer's Eyes or challenging the Pok�mon League again.

Blue Shards are found in Route 124 on the ocean floor.

1. Route 115, but there aren't many so it might take a while for one to appear.
2. One has to be a male and the other female.
3. You can train him at Victory Road.

Marills 2 mate:1 has 2 b girl the other has 2 b a boy and the girl or the boy must b holding sea incense (u get it at the tower that you get 2 from lilycove)

I'm not stupid, I know both marils have to be differnt genders. I need to know where to find the Sea lisence.

1.Yes it is on route 115
2.It should work just fine if they are different gender. Also, you don't HAVE to have the sea incense but no sea incense=marill baby and sea incense=azurill baby
3.I have no idea.
Blue shards are random I guess.

I can't remember where I found my blue shard. Sorry!
1. I'm trying to look for Jigglypuff too
2. One Marill must be a boy and the other must be a girl. You also have to have one of them holding Sea Licsense in order for them to mate.
3. Have your Metang hold the Exp. Share and it will give you double the amount of experience points. Then go to Victory Road or the Elite Four. What I did was battle the newsreporter and the camera guy a lot.
