What is the rarest Pokemon in the game and how do you get it?

ANSWERS

There are many rare Pokémon in the game: Groudon, Kyogre, Latios, Latias Rayquaza, Regice, Registeel, and Regirock.
Groudon: Only through a trade or chet device.
Kyogre: After you awaken it, you can find it in the Cave of Origin.
Latios: Only through a trade or chet device.
Latias: It can appear anywhere after you defeat the Elite 4.
Rayquaza: In the Sky Pillar after beating the Elite 4.
Regice: Inside the Desert Ruins in Route 105.
Regirock: Inside the Desert Ruins in Route 120.
Registeel: Inside the Ancient Tomb in Route 120.

I would say Rayquaza. You can find him at the sky pillar once you beat the Pokemon league.

There are many.

Reyquaza, latias, latios, regice, regirock, registeel, Jirachi, deoxys, Kyogre and Groudon.
