Latias is found randomly after beating the Pok�mon League. Latios is not in this game.
An E-Reader is a device that reads the E-Reader Card that comes with your game. It is found at game stores.
OK here we go to get Latias/os you need to be in the same route as it because when you change routes it changes too but if you want to catch it you need a Pokemon with mean look or a Wobuffet/Wynaut because their ability prevents fleeing.
An E-Reader is something you slide Pokemon cards through and it is a toy in reality and it is not in Pokemon games
All you need to do is beat the Elite 4 and when your mom asks what color you think a Poke was, say blue= Latios or red= Latias. You can only get one then the other off Southern Island with cheats or tickets.

You don't "need" anything except perhaps a Pokemon that can put Latias to sleep. Latias appears ramdomly, and moves around every time you use Fly or if you wait long enough. My strategy is to Continuosly Fly to an area that branches off to many other areas and look at your pokedex to see weither Latias is near you or not. If you haven't found Latias yet, you can only keep looking.
No when you beat the elite four, you talk to the tv and they say theres a strange red bird flying around, then you find it in the wild.
