Go to the Space Center on Mossdeep and talk to everyone. Someone will give you the Sun Stone.(sorry forgot who exactly the person was)

All you do is go to the space station in mossdeep city and talk to one of the guys on the first floor and one of them will give you it. So talk to everyone

You can get the sun stone in the Space Center in Mosdeep City.

The only way I know is to catch a Solrock thats holding it.
