Can't get into museum in slateport

I have spoken to everyone in slatport city been through the shipyard and still team aqua blocks the museum. I cannot get inside to deliver the Devon goods

There is a building between the City's entrance and the museum, When you go in, you'll see a bald man directly in front of you, talk to him and once he is done, go back to the museum.

He is inside a building in one of a building there is co-workers in cap.stern's building I think it's near the broken boat how about the old lady with eyeglasses once talk to the co worker infront of you talk to him and done go back to them museam
