Arrange your party so that Relicanth is the leader and Wailord is in the last position, then read the inscription at the back of the room.
To get to the next room of the sealed chamber,go up to the braille and use dig

Put Relincanth first and Wailord last, and read the braille.
P.S. Train Wailmer up to level 40 and don't let it evolve. Teach it the move water spout, becuase this is the most powerful water move in the game alongside Hydro Pump! That means you can have a POWERFUL level 41 Wailord.
