Question for Pokemon Sapphire

How do you get jirachi and deoxys in Pokemon sapphire
And I can't change the hip saying in dewford to natural flowers and I need to to get a feebas so what do I do?

You can't get jirachi and deoxys with sapphire alone, or without a cheat machine or something else.
The hip saying in dewford doesn't matter. If you want a feebas, go fish on route 119 in every block of water at least 3 time. It should appear eventually. It takes time... But eventually...

Only with cheating devise

You can't change the hip.

Feebas:

In route 119 you can find Feebas.I found him after 2 ours

For feebas go to dewford and change the saying to you first Pokemon (ie torchic mudkip or treeko) and ball (example is torchic ball) when that becomes popular in about a day go to route 119 and check every tile of water and he should be there.
