Talk to the little girl in the Slateport Contest Hall on the left as you walk in.

You get the pokeblock case in Slateport City Hyper Rank Contest Hall. There is a little girl in there who has an extra case and she will give it to you.

If remember correctly a little girl gives it to you in the contest hall in vandurf,if not someone in one of the contest halls gives it to you.hope I helped
