Question for Pokemon Sapphire

I would like to ask 2 questions:
1:how do you get the master ball (no ar codes please)
2: what is the best way to catch registeel(i have got the other 2)

1: If youve already gone past the magma/aqua base it's impossible. It was in there and now you can never go in there again.

2: Weaken it with a fire move then get down to 1 hp(use false swipe) Then paralyze it (thunder wave) Then chuck timer balls at it.(or ultra balls but timer balls work best after 20-30 turns)
