Question for Pokemon Sapphire

Ok. How do you get jigglypuff? I really need to know. Also, can anyone tell mea good team for beating the elite four?( Why do thy call it elite four, if there are more than four people?)

Jigglypuff is found on route 115 if you surf up from near mr brinys cottage. A good team for the elite 4 would be
Kyogre: at least lvl 60- ice beam is needed
Starter pokemon: lvl 60
Somethin like a camerupt or torkoal: at least lvl 55, good for glacia and steven
Grass Pokemon, tropius is good lvl 55+, good for glacia(ice)
A normal Pokemon like zangoose is reccomended- lvl 55+
One of the regis lvl 55+
You should have no trouble defeating them with that team.
Its called the elite 4 as there is four of them and then a champion

*With a 450 in Attack stat*

Gardevoir Lv 100
Calm Mind
Psychic

*Above 300 in Special Attack*

Crobat Lv 100
Toxic
Fly
Sludge Bomb
Aerial Ace

*Speed should be extremely high, first turn you send this out and toxic then switch.*

Dusclops Lv 100
Calm Mind
Ice Beam
Rest
Will-o-Wisp

*Dusclops is a tank, with extremely high defenses and Sp. Defenses. You use to stall, and since Calm Mind raises Special defense and Attack. You can also attack with it. But mainly use Will-o-Wisp and burn, also burn cuts the opponents attack in half! When you are almost dead use rest. I guarentee that this won't die is you use it right.*

Salamence Lv 100
Crunch
Dragon Claw
Flamthrower
HP Ground

*Special Atack should be above 220*

Metagross Lv 100
Psychic
Meteor Mash
Earthquake
Agility

*Agility raises speed so Metagross will probably attack twice against almost all Pokemon except maybe Crobat.*

*****Plus you can't use Legendaries in the Battle Tower, so you can't get the good items such as Choice Band, which on Slaking will double the 450 attack to an unbeatable 900!!!!!!!!!!1*****

Above rustboro there is a tiny bit of beach, surf up from that, straight past the beach with the girl on it and there is another bit of land, search all over in the grass in there and hopefully you will find a Jigglypuff, be patient as it is rare.

Most people will say to use level 90 odd Pokemon involving kyogre for the elite 4, I did use a kyogre BUT dern dern dern... It was on lv. 47 and a swampert lv. 67, my swampert knew muddy water, surf, earthquake and mud shot and kyogre knew: hydro pump, body slam, ice beam and calm mind (I suggest you DO NOT USE CALM MIND) Pokemon to look out for: both of phoebe's dusclops glacia's walrein, drake's salamence, steven's cradily are all very hard to take out items such as full restores and elixirs are very much needed , stats do vary so you may want to take some other strong pokemon... Hope this helps
