I can answer where you can find the Regis, but not any of your other questions.

Well, to start with, you have to go to the sealed chamber to open the caves of the Regis. Go to Pacifidlog and surf west (left) to the strong currents. Choose th lowest part of it and continue going straight until you come to a place surrounded by currents. Then use dive in the center and swim until you come to a rock with Braille on it. Then use dive again to surface at the sealed chamber. Go up to the wall and use dig to open the fist door. Then go up to the wall again and click as if you were to talk to a person. It should say that it sounded like a door was opened somewhere. Head out to Mauville and go to the desert. Go south (down) until you find a rock with a cave. Go inside it and click on the Braille. Then go right twice and down twice, then use strength. The door will open to Regirock.

After catching Regirock, go to Lily cove and find an elevated piece of land with really tall grass on it. Go through the grass (off your bike) and you will come to a rock with a cave. Go inside and go up to the Braille and click on it. Go to the middle and use fly. This should open the door. If this doesn't work, I have confused the Regis. If it doesn't open, go to the Braille and wait a log time. Click on the Braille only once. If the first does work, catch the Regi and go to dewford town. Surf north of Dewford until you come to a piece of land with trees on it. Surf in the water on the other side you came from and go nort until you come to a rock with a cave. Go inside and use whatever didn't work last time.

2)Regirock:very bottom of the desert in a pyramid shaped rock on routes 111 & 112.
Registeel:On route 120 near Fortree city.
Regiice:On route 105 on an island.

P.S.In order to get the three Regis you need to open and solve the mysteries in the sealed chamber.

The best dragon is either salemence or flygon
Evolve Bagon into shelgon and then into salemence at lvl 50
Evolve trapinch into vibrava at lvl 35 and then into flygon at lvl 45
To unlock the regis go left from pacifildog until you find a small diving area, then go to the braille, the rest is up to u(use the braille code in the sapphire booklet)then the regis are: regirock-cave in sandstorm
regice-surf up from dewford
registeel- on the route from lillycove to fortree
Rayquaza-flamethrower,ice beam,extremespeed,fly
Kyogre-ice beam,waterspout.surf,thunder
Latias.psycic,dragon claw,fly, mist ball

2. Go to the west of pacilog town and you will see waves go to the bottom of the waves and ride the waves once you get to a little dive spot go through there and go to the end of the dive spot where you will see dots on a wall dive up from there you will be in a room go to the north center wall of the room in the back read the dots and use dig the wall will open and go to the next room read the dots on the norh wall and have a wailord in your firt party slot and have a relicanth in the last read the dots and there will be an eathquake you have just opened the doors to the regis


Regirock- Go all the way to the south end of the desert and go into the room go to the center of the room and take 2 steps right and 2 steps down and use strength the wall will open and then in that room regirock will be there


Regice- On a Northwest island of dewford town once you get therre you read the dots on the wall and wait 2 minutes and the door will open

Registeel- Go all the way west of lilycove until you can't go west no more it's all the way by that big maze of grass go up the stairs you see and go through some grass and go up another stairs and there will be a chamber in the chamber read the dots on the wall and go to the center of the room and use fly the wall will open

1. Best dragon- in my opinion is salamence becuase of insane stats... Too bad nintendo made it look ugly.

2. Three Regis- There is this dive spot near pacifidlog town and you have to go in there... Set for Rayquaza:

Calm Mind, then use dragon claw on everything you can. T-Bolt, and IB for the Pokemon which you can score supereffective against. The ONLY Pokemon that resists all the move here is magneton, but his special defense sucks so two dragon claws will kill it.

Kyogre@Petaya Berry
Ability: Drizzle
Nature: Modest/Timid
EV Spread: 252 SPA/252 Speed/6 HP
~Calm Mind
~Ice Beam
~HydroPump/WaterSpout/Surf
~Thunder
Calm Mind a few times, then use whatever move you can to kill off your opponent. Just watch out for shedinja however.

The 2 best dragons I personally think is the best is Salamence and Dragonite.

And if you need any ideas for moves for rayquaza, latias and kyroge...

Rayquaza:

Dragon Claw (Dragon Pokemon need a dragon attack)
Blizzard (To destroy those Dragons that want to be just like you!)
Fire Blast (To take down those nasty Ice Pokemon)
Hyper Beam (Awsome attack!)


Kyogre:

Thunder (It summons rain so Thunder can never miss!)
Blizzard (Extra cold ice=no more grass!)
Hydro Pump (Doubles power because of rain)
Sheer Cold (1 hit KO)


Latias:

Dragon Claw (A dragon Pokemon!)
Shadow Ball (Takes down bad Ghost Pokemon)
Psychic (A Psychic Pokemon!)
Fire Blast (Repel those Ice and Bug Pokemon for good!)


Latias, I must admit, is the ABSOLUTE HARDEST Pokemon to get good moves for. You don't have to use these moves, I just wanted to tell you why each moves that you can teach these Pokemon are unique in their own way.

So just like Burger King says it: "Have it your way."

1) I would say the best Dragon type Pokemon in the game is Flygon or Salamence at a high level, with good moves like Dragon Claw or Flamethrower.

2) I have caught the regis but I can't remember exactly how to get them, but oh well!

3) I would say the best moves for Kyogre are Hydro Pump, Water Spout(best water mover EVER), Sheer Cold and Thunder! For Latias I suggest Psychic, DragonBreath, a HM like surf or fly and DragonClaw.
