Question for Pokemon Sapphire

I have an Electrike level 15 with the moves Tackle, Howl, Thunder Wave and Leer and I can't train him very well for my battle against Wattson. I only want to train him about 3 levels and Route 110 isn't working for me. Where should I train him?

Simply put An. Exp share and battle strong Pokemon or players with youtube strongest one

I don't have an Exp. Share and if I did I would surely have thought of it, and what does YouTube have to do with the situation?

to get the EXP Share:
1. deliver the letter to Steven in Dewford Cave
2.talk to the president of the Devon Corp. (left of the gym) in Rustboro
