Question for Pokemon Sapphire

Say you want to fly in the rocket (like I read about)but you have way over 50 and 100 say about(9999) how do I get Deoxis without any gamesharks or anything like that?

Thats fake! Its bogus! Its-its- useless! Basically what I'm saying is that cheat WON'T work! So forget it! The only way to get Deoxys is to use Leaf Green, Fire Red or Emerald but those require Nintendo events. So get an Action Replay or Gameshark, though AR (Action Replay) is better.
