Poliwag cannot be found in Pokemon Sapphire. You can only obtain one by Trade or by a Cheat/Code.

You can't find a Ploiwag in Sapphire, Ruby or Emerald. You'll have to trade it over from FireRed or LeafGreen, and you can find it on Route 6 in both those games. Or, you use a cheat code of some sort.
