If you get an AR and an Eon Ticket go to Southern Island and you can find him.

Obtain an Eon Ticket, connect the game to an E-Reader, and swipe the Eon Ticket through the E-Reader. The game screen should say: 'Go see your Dad in Petalburg.' Talk to him and he will give you the Eon Ticket.

Next, go to the Lilycove ferry terminal and book passage with the sailor to Southern Island. When you dock there, go into the thicket and read the monument in the middle of the clearing, and Latios should materialise if you're playing Sapphire.

If that is the blue legendary flying thing ( I get mixed up) then no. You have to trade it.

You can find Latios in Southern Island, but in order to get there, you will need an e-reader.
