Question for Pokemon Sapphire

Is there any way to clone the following Pokemon in sapphire or emerald. Mewtwo, Jarachi, Legendary Dogs, Legendary Birds, Graudon, Requaza, Kyogre, Ho-Oh, Lugia, Celibe, Deoxys, Mew? Also is there any way to get Mew w/o an ar or Nintendo event? Finally, is there a way to get the listed Pokemon plus the starters from Sapphire, Fire Red and Jhoto shiny w/o ar or devices besides gba?
