Rare candies are found everywhere. If you have a pokemon that knows dive, then dive underwater until you either see a small rock or if you see a dark blue patch where the oceanfloor is light blue. They can also be found inside pokeballs. Right now I can tell you where one specific one is. Go to Fallarbor Town and go down halfway on the bridge, then surf left and up. Go up the waterfall and see a little patch of land with a pokeball on it. Inside that pokeball is a Rare Candy. For the Dragon Scale you search inside Meteor Falls.

The rare candies can be found in these locations: Routes 106, 110, 114, 119, 123, and 132. You get dragon scale from a wild Horsea you need a super rod to fish for one and encounter it on routes 132-134 once you did catch it and see if it has the dragon scale or use theif or convet to still it from the wild pokemon.

Rare candies can be found in a lot of places, and bagon (found where you get tm dragon claw) can be holding dragon scale. You need to get waterfall and the badge to get bagon.

Looking around for them is a good idea, but they'll run out. What I do is have a full party of Pokemon that has the effect Pick Up .Zigzagoon and it's evolved form, Phanpy (I think Donphan, but I'm not sure) and a few other whoch I can't remember. They pick up PP ups, King's rocks, ultra balls, rare candies, and mabye others. It's random and takes time. What I usually do is pack 4 or 5 of them along with a strong Pokemon (optional) and a Pokemon that I want to train, and train it. This is garenteed to get you rare candies, although, rare candies do pop up rarely.
