In Pokemon Sapphire, A certain stone is needed to evolve for 21 total Pokemon. (5 from Hoenn, 13 Nationally)
The following list names each of these Ookemon, followed by their evolution and appropriate stone.

Hoenn
Skitty -> Delcatty (Moon Stone)
Nuzleaf -> Shiftry (Leaf Stone)
Pikachu -> Raichu (Thunder Stone)
Lombre -> Ludicolio (Water Stone)
Vulpix -> Ninetails (Fire Stone)

National
Sunkern -> Sunflora (Sun Stone)
Nidorina -> Nidoqueen (Moon Stone)
Nidorino -> Nidoking (Moon Stone)
Clefairy -> Clefable (Moon Stone)
Jigglypuff -> Wigglytuff (Moon Stone)
Eevee -> Jolteon (Thunder Stone)
Eevee -> Flareon (Fire Stone)
