How do you get Jirachi and Deoxys without gameshark or AR or any other cheating device and without having to go to a Nintendo event???

You get jirachi from pokemon channel for gamecube. But there is no other way to get Deoxys.

You cant unless you purchase a pokemon colloseum special jirachi disc, connect your GBA to the gamecube and it gives you it.
Mew was just a glitch and there are no known glitches to ruby and sapphire that i know currently except for the eternal thunderbolt.

Just go to Mossdeep City and at the space center there will be a guy that says howmany successful lanches there have been. After fifty lanches you are allowed to go to the moon and that is where you catch Deoxys!

There is another way to get deoxys. I have one. I did not use my cheats. you can get it on leaf green by getting mystery gift by filling the form out in the poke marts with the words, link together with all. use it and select wonder gift. you should then get the aurora ticket from the attendant in the poke centers then, fly to vermillion, use the ticket and you will get to this island. there should be a triangle with a smaller triangle in it then you have to do this code thingy i'm not quite sure about you should be able to find it on some website.

Deoxys can be caught by a nice friend lending you their aurora ticket and Jirachi from pokemon colusseum with the bonus disk
