How do I get to dewford town?

You'll first need to obtain the gym badge from Rustboro city. Once done, return to the house on Route 104. That ship should take you to Dewford. The same process can be used up until you get the HM Surf. After that, you'll need to surf there yourself.
Ok! Well get the gym badge in rustboro city, right? Then you save a old guys seagull, then ask him to take you to dewford! Which he can take to petalburg and slateport city!!!! (but don't leave him haning! If you don't have surf then it would difficult to get to those places!!)
I forgot to get the rod and I obtained surf, but have no Water types to give it to, and I can't go back for the rod, WHAT DO I DO?
