After you defeat the Rustboro City Gym Leader, head south on Route 104. Route 104 will run into Route 105. Continue to head south on Route 105. Route 105 runs into Route 106. Head east on Route 106. Route 106 will run into Dewford Town. The Second Gym Leader can be found in Dewford Town.
