Question for Pokemon Sapphire

Can anyone tell me the proper way to get a lava rod?

I have beat the league 95 times and cant find the people in Lavaridge that give it to you.

There is no Lava Rod, nor will you be able to fish in lava in the first place!

Old Rod:
Talk to the fisherman near the Dewford Gym.

Good Rod:
Talk to the first fisherman you see on the bank opposite from Mauville on Route 118.

Super Rod:
Talk to the fisherman in the house nearest to Route 125 next to the Mossdeep Space Center (not the one with the female pen pal with the Wingull!).
