Can someone help me? I'm stuck after getting my 4th badge I know I have to go get a surf HM. I've been to Wally's parent's but they don't give me the HM I guess I have to find Wally but where is he?

You don't. You just have to defeat Norman at the Petalburg Gym.
To get surf you must defeat the 5th gym leader (your dad) so... that's all there is to it!

Ok, 1st you have to beat the the PETALBRG CITY gym leader (Your dad) then 2nd go next door to Wally's house go talk to his dad and he'll give you surf.
