In Sapphire you can only get Kyogre, if you want Groudon in that game you would need to trade it from a Ruby game.

U can also get rayquaza in a tower by the city thats ontop of the water it's lv. 70 moves fly extreamspeed sry don't know the other two moves

Yes. You must trade from Pokemon Ruby.

You can catch Rayquaza in Pokemon Sapphire by going into the top of sky pillar.
