I need help with a the last gym leader where is ..

Question for Pokemon Sapphire

I need help with a the last gym leader where is he I could not find him and please could you tell me where he is and be discriptive please, I need to beat this to get a new game thanks.

This isn't the first time that I've seen this question, so to make sure this question doesn't come up again, I will try to be as clear as possible.

  1. Defeat Tate & Liza at the Mossdeep City Gym. Doing so will allow the use of Dive outside battle.

  2. When you walk west of the gym, you will see three houses. The one to the northwest is Steven's house. Go in and talk to him, and he will give you the HM08 (Dive).

  3. Head south of Mossdeep City and go underwater as soon as you start Surfing on deep water. Press A to execute a dive and go underwater. Continue south underwater until you come to a cave. Go in and resurface, and you should be in the Seafloor Cavern.

  4. Make your way through the Seafloor Cavern (some holes, such as the one on the island in the chamber with the large aquifer, will transport you back to the entrance) until you come to where Kyogre or Groudon sits. As soon as you walk by it, Maxie or Archie will appear. Defeat him and he will use the Orb of the colour opposite the one that you picket up at the summit of Mount Pyre to awaken Kyogre and Groudon and send them out of the cavern.

  5. After the leader of the opposite team arrives in the chamber, you will be transported to the surface on Route 128. Depending on the game that you're playing, either of two weather events will occur:
    • If you're playing Ruby, there will be excessive sunlight. Under this circumstance in battle, the power of Fire-type moves will increase by 50 percent and the power of Water moves will be halved; Solarbeam will not require charging; Thunder's accuracy drops to 30 percent; Moonlight, Morning Sun, and Synthesis will restore HP fully; it will be impossible to freeze Pokémon. These effects also come from Sunny Day.
    • If you're playing Sapphire, there will be a downpour. The power of Water-type moves will be increased by 50 percent; the power of Fire moves as well as Solarbeam, as well as the healing power of Synthesis, Morning Sun, and Moonlight will be halved; Thunder will always hit. These effects also come from Rain Dance.
  6. Go to Route 126 and go underwater to access Sootopolis City. Go to the back of the town (go on the path by the Poké Mart) until you come to Steven and Wallace. They will lead you to the entrance of the Cave of Origin.

  7. Go in the cave and go to the last level. HM07 (Waterfall) is the only item in the cave, and it is required to access Evergrande City.

  8. When you step off the ladder, save your progress so as you can try capturing or defeating Kyogre or Groudon again. If you're playing Ruby, Groudon will appear on this level, and on Sapphire Kyogre will appear. Just step in front of them to summon them.

  9. When Kyogre or Groudon is defeated or captured, leave the cave and go to the Gym. Steven will be standing in front of it. Talk to him, and after that he will leave so that you can enter the Gym.

The gym leader is in Scoptolis Town, to get there dive where a big cliff is and go left of Mossdeep until you reach a cliff then go downwards until you find a beach with a Pokeball on it keep going left until you find a cliff then dive under, find a cave go in it then go up he is in that city.

First you have to battle Kygore then you will go into the gym there is a ice platform you have to go across cracking the ice but you have to crack it all then stairs appear go up there continue doing that and I HOPE YOU ARE SATISFIED.
