In Moosdeep city there is a white rock and the girl next to it says that you need a wish tag to put on it. Is there such thing as a wish tag and if there is what do you do when you get it?

That white rock is actually Jirachi in it's stone form. I have seen from my PokeDex that when Jirachi awakens, it will grant the wish imprinted on the tags stuck to it's head. There is alot to explain about this, but I have said it so many times I wish not to say so again.
Still, I have seen no Wish Tag in the game yet.
